Fostering a victim-centred approach to hate crime in Scotland - 2017

VSS has made significant strides in supporting a victim-centred approach within Scotland's criminal justice system. By strengthening partnerships and championing the voices of those affected by crime, VSS is at the forefront of innovative projects that prioritise victims in service redesign and improvement. The new Support for Families Bereaved by Crime service exemplifies this commitment, aiming to have a positive impact on those affected by serious crimes. Moving forward, VSS's involvement in the Victims Taskforce will be crucial in implementing a victim-centred approach across Scotland, ultimately making a lasting positive difference in the lives of victims and witnesses.

Hate crimes are particularly damaging because they target an individual's core identity, negatively affecting not only the victim but also their wider community and societal cohesion. While much of the current policy and research on hate crime focuses on perpetrators and the criminal justice response, Victim Support Scotland (VSS) emphasises the need for a victim-centred approach. This approach prioritises the lived experiences of victims and addresses their needs, ensuring that their perspectives are at the forefront of all discussions on hate crime. The report aims to coincide with the independent review of hate crime legislation by The Right Honourable Lord Bracadale, seeking to ensure that the laws in Scotland are effective in addressing hate crime.

This report has been produced to ensure the suite of laws covering hate crime offences in Scotland is fit for purpose and provides the most effective approach to deal with the issue.
