Hate crimes are particularly damaging because they target an individual's core identity, negatively affecting not only the victim but also their wider community and societal cohesion. While much of the current policy and research on hate crime focuses on perpetrators and the criminal justice response, Victim Support Scotland (VSS) emphasises the need for a victim-centred approach.
